Concerning reciting mizmorim before maariv, although he is a Sefardic Rishon perhaps this is a valid source: Brachos, Dafei Harif, 2a, Shiltei Giborim #4.
R' Munk (The World of Prayer volume two, pg 68 - 69) writes that "the Shabbath is prolonged in some congregations still more by the chanting of two additional psalms (144 and 67)...thus we take leave of the Shabath with hymns even as we welcomed it with song the night before...It is customary to read the passages Vehu Rachum and Barchu slowly and with particularly solemn and melodious intonation, as a reverent farewell, as it were, to the departing Shabbath." R' Hamburger has an entire piece on Motzai Shabbos in the first volume of Shorshei Minhag Ashkenaz.

I would like to add that the Minhag of saying mizmorim before Arvis is an old minhag from the time of the ge'onim. Since this was an old minhag to say mizmorim before Arvis, according to Minhag Ashkenaz Lechu Neranenoh is said in front of the Omud, and only Lecho Dodi is said at the bimah, to differentiate between the mizmorim (which is an old minhag, and considered part of the Davening), and Lecho Dodi (which is recently new, from the time of the אר"י ז"ל).
The minhag to say specifically Shir Hama'alos Hineh Borchu etc, comes from the מקובלים.
The minhag of saying mizmorim after Arvis was practiced by "Chevras Ma'ariv bizmano", which were people who were makpid to daven
Arvis after צאת הכוכבים. They added these mizmorim so that a Kadish could be said. There was opposition to this minhag, because it is "Torach Hatzibur" to add so much.
