Rav Hirsch zt"l writes (Chorev-English Edition, p. 549):

"The Chazzan should also recite Birchos Krias Sh`ma aloud, the congregation saying it silently with him."

Is this the MA, and if so, why is it not practised?

This was generally Minhag Sepharad, because there were many Amei Ho'oretz who didn't know to say the Brocho on their own. In Ashkenaz this was not the case, therefore they didn't have this Minhag.

Are you sure? This idea is mentioned in the Taz (Poland) 183:6 and quoted from the Tur (Germany, Spain) in Birchos Krias Sh'ma siman 59. The Taz also brings the Rosh (Germany, Spain) (as does his son the Tur) who wrote it in a Tshuva (Klal 4, siman 19). In the Tshuva he says that he himself says the Birchos Krias Sh'ma along with the Chazzan.

The Rosh and the Tur moved to Spain, and that is where they saw this Minhag of having the Chazzan only saying the Brochos. The Rosh says he does not like this Minhag and he says the Brochos with the Chazzan. The Taz quotes the Rosh, and learns from that what should be done in Zimmun (there also everyone should say the Brocho). If you can learn something from the Taz you mentioned, it is the contrary - that in his area there was no problem with Birkos Krias Shma.
