HaShem HaShem at Hotzo'oh was created by rallisw

Does one recite HaShem HaShem upon taking out the Sifrei Touroh on a Youm Touv or only on Yomim Nouroim?

The Minhag to say 13 Middos on Yomim Noroim is a late minhag from the Mekubolim.
13 Middos were said in FFAM on Yomim Noroim, as mentioned in the Divrei Kehillos (page 163, and see page 178, and as seen in Japhet's book of sheet music, page 107).
In Yomim Tovim they were not said in FFAM, and in Divrei Kehillos (page 322) he writes: הס מלהזכיר י"ג מדות רבש"ע ואני תפלתי וגו' ברגלים בעת הוצאת ס"ת. (Also in Japhet's book, page 85-86 there is no mentioning of the 13 Middos in Yomim Tovim).
In KAYJ we say 13 Midos on Yomim Noroim, but not on Yomim Tovim.
