Why do we say Sim Sholoum at Mincho on Shabbos Mincho and a Taanis Tzibbur rather then Sholoum Rav?

In every time that we have Birkas Cohanim (or Elokeinu Velokei Avoseinu), Sim Sholoum is said. Sim Sholoum itself has in it the request for Brocho, Or Haponim and for Chein, which are both the second Brocho of Birkas Cohanim (and of course Sholoum which is the third Brocho).
According to Minhag Ashkenaz (unlike Minhag Polin), also when there is Kri'as Hatoroh one says Sim Sholoum, since we mention there "Ki Be'or Ponecho Nosato Lonu Toras Chayim". (See R'mo או"ח קכ"ז/ב, and Mishnoh Bruroh ס"ק י"ב).

Rav Hamburger added that Minhag Eretz Yisroel was always to say Sholom Rov, and Minhag Bovel was always to say Sim Sholom. The explanations are why the compromise between Minhag Bovel and Eretz Yisreol were done in this way.
