Why is the piyut Al HaKoul recited while the Touroh is paraded around the synagogue? Why is it only sung on Youm Touv? Why is it not said on weekdays (is it to save time)? Why should the recital of Av HoRachamim immediately precede the calling up of the Kouchain?

The Levush (Siman קלד Seif ב) says that Al Hakoul is not said on weekdays because people have to work on the weekdays, (ביטול מלאכה, therefore the Davening can't be as long. For the same reason Psukei Desimro are shorter on the weekdays then on Shabbos).
Because of Tircho Detsiburo Al Hakoul is sung only on Yom Tov which has Matnas Yad (Yizkor). Yet in some places the Minhag was to sing it on every Shabbos.
