Is it a real Minhag that when a woman is within a couple of weeks of childbirth, the husband receives Pesicha? What is the rationale behind this? Is this a Yekkish Minhag?

There is a Sephardic Minhag that before a woman gives birth the father does Houtzo'oh. The source to this is from the חיד"א.

Moreinu Harav Gans mentioned in a shiur once that the idea in it is that every Jew is like a Sefer Toroh, so before a baby is supposed to come out, his father takes out a Sefer Toroh from the Oron.

Is R' Gans implying that this is the Minhag, or just giving an explanation for those that perform it?

In Israel this minhag is very very common, and Rav Gans was just giving an explanation to it.
