I would guess that if there is such a minhog, it might well be connected to the minhag Frankfurt brought in the introduction to Shorshei Minhag Ashkenaz IV, that those who say kaddish wear a tallis (even if they are not the shliach tzibbur). That would assume that they are saying kaddish at every tefilloh, which may or may not be the case according to minhag Ashkenaz, depending if there are other aveilim/chiyyuvim and if he is assigned a kaddish during every davening.

The Ovel wears a Tallis in every Teffiloh, even when he does not say Kaddish (for example on mincho, or in case there are other Aveilim and there is no Kadish for him). The Minhag was that the Ovel wears a Tallis with a black lining, to show his Aveilus, therefore it is done in every Teffiloh, just like he changes his place in all the Teffilos to show his mourning.

Didn't we mention that most people do not put on the black lining because many thought it was chukas hagoy? Is this commonly done today?

The Reformers put on their hand a black ribbon, and that is considered Chukos Hagoi, but the black top of Tallis is an old Ashkenaz Minhag.
