Is the Minhag to touch one's Tefillin while reciting the verse Poseach es yadecha in Ashrei?

When we recite Ashreh on Shabbos we don't wear Tefillin. What should we do reciting these words Poseach Es Yodecho? What is the custom in Kayj?

Nothing is done with the hands, but the words are said out loud by the Chazzan (this is done everytime the chazzan says Poseach Es Yodecho, including weekdays).

According to Minhag Ashkenaz, after touching the Tefillin at Poseach Es Yodecha, does one kiss one's fingers?
Is there any difference between Minhag Ashkenaz and Minhag Ostreich or the minhagim of the Chassam Sofer/Pressburg regarding this?
