Is there a specific Minhag to do Shnayim Mikrah, with or without Targum if one does not fully understand Targum? The Rosh writes that today we do not understand Targum. Some say that the only reason to say Targum today is based on Kabbalah. It is doubtful that we, the Yekkes, would be conducting ourselves based on Kabbalah alone. Is Minhag Ashkenaz to say Targum?

Although the Shitto of the Rosh was known, most people did read Targum in Shnayim Mikro, and only the minority read rashi instead.

In addition, a friend of mine asked (about 12 years ago) HaRav Neuvirt (Shemiras Shabbos Kehilchosso) if it is me'acev to understand the Targum when it is read in Shnayim Mikroh, and HaRav Neuvirt answered him that since the Targum was also given in Sinai - you can read it even without understanding.
