Need one be makpid to wait for the conclusion of kthe Chatzi Kaddish (Musaf, Mincho, or Arvis) before taking 3 steps back before beginning Shmouneh Esreh? (I understand that in some Yeshivous it has become fashionable for people to take 3 steps back after the "Brich Hu" of Chatzi Kaddish and then walk forward immediately after the Shatz and K'hol say Omayn.)

The Gemoro mentions only taking three steps back when one finishes Shmone Esre. Taking three steps forward before Shmone Esre is a Minhag of the Kadmonim, and taking three steps backwards before that is something done as Hachono, in order to take afterwards 3 steps ahead.
We do find that the Maharil took three steps backwards at Tehilos Lekel Elyon (on Shacharis), but the three steps forward should be done just before Shmone Esre (on Mincho and Ma'ariv - after the Kaddish).
