From what I understand, in a Beis Ovel, whether it is a day on which Tachanun is said or not, according to Bnei Ashkenaz, Michtom l'Dovid is always recited.
According to the Eastern European Minhog, Michtom L'Dovid is only said on days when Tachanun is not said, otherwise Lamnatzeach livnei Korach Mizmor is said.
How come?

The minhag of saying Michtom Ledovid or other Mizmourim in Beis Ho'ovel is a very recent minhag based on the Kabolloh. It's hard to set rules in this minhag.
