After the Goulel has closed the Seifer Touroh, while he is wrapping the Wimpel around the Seifer, someone holds the top of the Seifer (the Atzei Chayim) so the Sifer Touroh is steady all the time. This minhag is still kept in Holland, and in KAYJ and the other newly established Yekkish Kehillos.

So four people are involved in this procedure? (One to fold up the wimple after it is removed from the Torah and hand it to the gollel, one to do hagbah, one to do gelilah, and one to hold the top of the Torah as the wimple is being wrapped on the Torah).

Yes. and there is actually a fifth person involved - the one who folds the wimpel after it was taken of the Seifer Touroh. But this is done before the Hagbohoh (and this could be done by women too - the wimpel could be passed over to the ezras noshim, folded and given back).

Folding the Wimpel is a kibud, and handing the Wimpel, the Me'il, the hand and silver parts is a different kibud. This kibud is actually mentioned in the Mishnoh Bruroh.
