Why does the gabai say in the first night of roush choudesh "yaale veyovo" and in the second night he says "roush choudesh"?

This is made in order do differentiate between the first night which is not the real roush choudesh, but is the last night of the precious month. Therefore, in a month with only one roush choudesh the gabai says "roush choudesh" on the first and only night.
