Hagbah and Gelilah

The Divrei Kehillos says that holding the 2nd or 3rd Sefer Torah, and of course also Houtzo'oh Hagbohoh and Geliloh are not done by a Koton less than 13 years old. In this way there is much more Kovoud Hatouroh, and this would definitely be the way to do in a big community following Minhag Frankfurt (which was a very big community). I would believe this explains the minhag in Breuer's.
On the other hand, the Chavas Yo'ir in his book Mokour Chayim says that there are some that have a minhag not to give a Koton Gliloh, but he concludes that there is no reason to be makpid on this at all. Therefore in young and growing communities there is a place to give the ktanim Gliloh, since the cycle of Aliyos is not so big, and this way more people take part in giving Kovoud to the Seifer Touroh.
