Going "up" by the shem havaya was created by Melech
From what I can tell, WH shuls would/do end an aliya going "up" only when it ends in the shem Havaya, but other shuls (would) do so even by other shemos of Hashem as well (both British shuls and those following Minhag Ashkenaz Ham'arovi).
What was the minhag in Germany and other Western European countries?Which regions followed each custom? Is one of the two customs more authentic? What mekoros mention or discuss this Minhag?

There are not too many sources about this Minhag. Generally in Germany the minhag was to finish in a high tone only on Shem Havayoh. That is also the way we do in KAYJ.
In the past the Ba'alei Kri'oh from Poland used to emphasize any one of Hashems names, even in the middle of the Kri'oh, and they would also emphasize every place that putting together the first letters or the last letters you would get Shem Havayoh (like יום השישי ויכולו השמים). The Rabbonim at the time were very much opposed to that minhag.
