Upon entering a Beis HaChaim after a period of 30 days, one says "Boruch ... asher yotzar eschem badin.." and "Atoh gibour". During the winter months (from Shmini Atzeres until Pesach), should one add "Mashiv horuach umourid hageshem" to the paragraph?

It wasn't said, since it does not appear in the text in the Siddur.

After thinking about it, I realized that Mashiv HoRuach has no place in this paragraph, because it has nothing to do with our emunoh in Techiyas HaMaysim in a Bais HaChayim. There are other reasons why Chazal chose to include it in the second brocho of the Amidoh.

I was once at a Kvuro of a member of the Rav Breslauers Z"tl Shul, on the 13th of Kislev. The Chevra Kadisho member who led the Zidduk Hadin, made the Brocho & said Ato Gibor out loud, including Mashiv Horuach.

Evidently some people do say it.
