Minhag Avoseinu Torah Hee!
Mizmour L'Soudoh was created by rallisw
Is it Minhag Ashkenaz to say "Mizmour L'Soudoh" on Choul HaMouayd Pesach and omit the first two words, and therefore start with "Horee-u LaShem"? What about omitting saying the posuk "Mizmour Shir L'Youm HaShabbos" on a Youm Touv during Pesukei D'Zimroh and beginning with "Touv L'Houdous"?

In Minhagos Worms (of Rav Yehudoh Leib Kirchheim) he writes:
בשחרית של שבת אין אומרים מזמור לתודה, וי"א שיש לומר ולהתחיל הריעו, אבל פה אין אומרים. וכן י"א שאין לומר ביו"ט מזמור שיר ליום השבת, אבל פה אומרים
We see that although this Minhag was known, it was not accepted, and Mizmor Lesodoh was omitted completely, and Mizmor Shir Leyom Hashabbos was said on Yom Tov.

I cannot imagine how one could begin from Hori'u. It is in middle of a pasuk, with Hashem's name yet.
Secondly, it is inconceivable to say Mizmor L'sodah in any form on Pesach, as the entirety of the Mizmor has the Korbon Todah in mind. How so? See the Rokeach in his commentary to the Siddur, Siman 16:
במזמור זה מ"א תיבות נגד מ' לחמים ואחד כנגד זבח התודה. וד' פעמים במזמור "ה'" כנגד ארבעה מיני לחמים, י' מצות, י' חלות, י' רבוכה, י' חמץ, והיה הכהן לוקח מעשר מכל אחד.
