The Nusach is "ליום שכולו טוב". It is said only on Yomim Tovim and not on Chol Hamo'ed. This is what Rav Yosfah Shamesh writes, and the Chavas Yoir brings so too, (adding that Chol Hamo'ed is not considered Yom Tov).
Generally, all of the special Horachmons are not very ancient, (unlike the regular Horachmons which are from the time of the Ge'onim), and the Roke'ach says there is no real Hakpodo on this.

How does one say the regular HoRachamons? Is there a difference whether one is alone or with a mezumon? Is one required to say the HoRachamons at all? Is one more required to say them on Shabbos or Yom Tov?

In all cases one is required to say all the Horachmon's which are printed in the Siddur (both on Shabbos and and weekdays).

The Rokeach says that one can add to the Horachamons if he wishes, not that he can disregard them entirely.

The Rokeach brings the Horachmons without bringing the special Horachmons for special days. These were a late addition, which fit with the Rokeach's words that one can add Horachmons and there is no Hakpodo on that.
