Bracha on Tallis

Does one make a bracha on a schul tallis when davening for the amud (or some other kibbud)? This issue is discussed in SMA 1, but it was not clear to me if there's a specific Minhag Ashkenaz.

I have seen quite a few times, in a variety of yekkishe shuls, such as Munks that people who receive kibudim, put on a talis with a berochoh.
