1) May one recite the numerous pesukim contained in Selichous without reciting Birchas HaTouroh first?

2) Living in a non Bnei Ashkenaz area, should one say Minhag FFDM Selichous in a minyan where they are reciting Minhag Lita? If one chooses to recite them at home, are there any sections or pesukim one must skip?

According to Minhag Ashkenaz one can say Pesukim Derech Tachnunim before Birkos Hatorah. That is why we say Birkos Hatorah after Ribon Kol Ho'olomim even though there is a Posuk "Boes Hahi Ovi Eschem" at the end of Ribon Kol Ho'olomim (and Shema Yisroel is said there too).

Regarding Selichos Minhag Polin And Lita - many Kehillos had their own nusach (that's why we find Polin and Lita separated here, even though generally those Kehillos followed similar minhogim), there is the Minhag used in FFAM, in Switzerland, in Prague and many different Minhogim, and they are not Leikuvoh. If one does not have a Minyon in his nusach, he should definitely join a Minyon of a different set of Piyyutim. When saying Selichos alone, one cannot say the thirteen Middos, which are the very important part of the Selichos.
